REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR CONSULTANCY SERVICES

1.0    INTRODUCTION

The Federal Government of Nigeria has received a loan from the International Fund for Agricultural Development (IFAD) to finance the cost of Climate Change Adaptation and Agribusiness Support Programme (CASP), and intends to apply part of the proceeds towards carrying out various consultancy services. The CASP is being implemented in the Savannah Belt of Nigeria, i.e. the 7 Northern States of Borno, Jigawa, Katsina, Kebbi, Sokoto, Yobe and Zamfara. The programme would cover a total of 727 village areas composed of 207 existing Village Areas and 520 new village areas across 104 LGAs of the 7 Northern States, The goal of CASP is reduced rural poverty, increased food security and accelerated economic growth on a sustainable basis. The programme development objective is increased incomes, enhanced food security and reduced vulnerability for smallholder farmers, particularly women and youth in the participating States.

The Programme has four (4) components.

(a)     Component 1 – Productivity Enhancement and Climate Resilience. The outcome is; ‘productivity, sustainability, and resilience of smallholder farming systems enhanced’.

(b)     Component 2 – Enterprise Development for Women and Youth. The outcome of this component is: ‘smallholder farmers, particularly women and youth, benefiting from efficient and reliable markets for agro-inputs and commodities’.

(c)     Component 3 – Institutional Development. The outcome is sustainable, inclusive and market-oriented rural community institutions developed.

(d)     Component 4; – Programme Coordination and Management. This component supports training, studies, workshops, reviews, monitoring and supervision missions and other knowledge sharing activities and staff allowances. It has support structures at the National (PSO), States (SSOs) and Local Governments (LGSOS).

2.0   GENERAL PREQUALIFICATION REQUIREMENTS FOR FIRMS

Evidence of registration with Corporate Affairs Commission.

Evidence of Tax Clearance for the last three years (2015, 2016 and 2017).

Audited Accounts for the past three years (2014, 2015 and 2016).

Evidence of at least three (jobs) successfully executed within the proposed services in the last five years with Certificate of Job Completion or Interim Certificates for jobs ongoing.

For engineering and professional services, key staff must submit relevant professional membership certificates.

3.0   CONSULTANCY SERVICES – FIRMS

The CASP hereby invites eligible/qualified firms to express interest in offering their services in the following specialist areas;

3.1   EXTENSION SERVICE DELIVERY FOR THE WET SEASON

Company technical profile with documentary evidence showing the firm’s competence in coordinating farmers’ organizations in production, processing and marketing of agricultural products.

Have evidence of conducting demonstration plots and establishing successful Farmer Field and Business Schools (FFBS) in the last three years.

Must provide evidences of production technologies disseminated and yields realized among farmers in the last three years.

Have evidence of participation in trainings/workshops in agricultural extension and related courses in the last three years.

Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:

A Chief Executive with a minimum of a Master’s Degree in Agricultural Extension with not less than 10 years.

An Agronomist with minimum of Master’s Degree in Agronomy with minimum 10 years post qualification experience.

A Post-Harvest Technologist with minimum of BSc in Agricultural Engineering or Post-Harvest Technology with minimum 5 years post qualification experience.

The Core Service Team must have degrees in Agricultural Extension and Rural Sociology or related field with minimum 5 years post qualification experience.

Contract duration: 20 weeks

3.2   N-AGRIPRENEUR TRAINING ON GRAIN MILLING & THRESHING ENTERPRISES

The firm must have a strong institutional capacity with a multi disciplinary team of Agricultural Engineers, Agronomists and Food Scientists;

Must have demonstrated work experience and skills in agro-processing, especially in grain threshing and milling;

Previous experience in working with IFAD, other donor funded agencies or NGOs in value chain development will be an advantage.

Contract duration: 1 week.

3.3   N-AGRIPRENEUR TRAINING IN INPUT SUPPLY & SPRAYING ENTERPRISES

The firm must have a strong institutional capacity with a multi disciplinary team of Agricultural Engineers, Agronomists and Food Scientists;

Must have demonstrated work experience and skills in Input Supply and operation and maintenance of spraying equipment;

Previous experience in working with IFAD, other donor funded agencies or NGOs in value chain development will be an advantage.

Contract duration: 1 week.

3.4   N-AGRIPRENEUR TRAINING IN RICE MILLING & PARBOILING ENTERPRISES

The firm must have a strong institutional capacity with a multi disciplinary team of Agricultural Engineers, Agronomists and Food Scientists;

Must have demonstrated work experience and skills in agro-processing, especially in the processing of rice;

Previous experience in working with IFAD, other donor funded agencies or NGOs in value chain development will be an advantage.

Contract duration: 1 week.

3.5   N-AGRIPRENEUR TRAINING IN GROUNDNUT OIL EXTRACTION

  • The firm Provider must have a strong institutional capacity with a multi-disciplinary team of Agricultural Engineers, Agronomists and Food Scientists;
  • Must have demonstrated work experience and skills in agro-processing, especially in the groundnut oil extraction;
  • Previous experience in working with IFAD, other donor funded agencies or NGOs in value Cham development will be an advantage.
  • Contract duration: 1 week.

3.6   N-AGRIPRENEUR TRAINING IN ANIMAL TRACTION

  • The firm must have a strong institutional capacity with a multi-disciplinary team of Farm Power, Soil Tillage and Agronomy;
  • Must have demonstrated work experience and skills in animal traction;
  • Previous experience in working with IFAD, other donor funded agencies or NGOs in value chain development will be an advantage.
  • Contract duration: 1 week.

3.7   N-AGRIPRENEUR TRAINING (BASIC AND ENTERPRISE SPECIFIC FOR 2018 N-AGRIPRENEURS)

  • The firm must have a strong institutional capacity with a multi-disciplinary comprising Agribusiness, Agricultural Engineers, Agronomists and Food Scientists;
  • Must have demonstrated work experience and skills in entrepreneurship   development, agro-processing, animal traction and how to utilize power tillers;
  • Previous experience in working with IFAD, other donor funded agencies or NGOs in value chain development will be an advantage.
  • Contract duration: 1 week.

3.8   FARMERS PROFILING

  • Company technical profile with documentary evidence showing the firm’s competence in profiling farmers along agricultural value chains
  • Have evidence of profiling farmers along agricultural value chains in the last 5 years.
  • Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below;
  1. A Chief Executive with a minimum of a Master’s Degree in Agricultural Economics/Extension or related field with not less than 10 years,
  2. A Masters Degree in Agronomy with 5 years’ post qualification experience
  3. The Core Service Team must have degrees in relevant fields and skills in GIS, ICT, Remote Sensing and Geo/ Aerial Mapping with 5 years’ post qualification experience.
  • Contract duration: 12 months

3.9   Knowledge Management and Communications Services

  • Company technical profile with documentary evidence showing the firm’s competence in provision of Knowledge Management and Communications Services, in public and private sector in the last 5 years.
  • Have evidence of work in content development, video and radio production related to development programmes/ projects.
  • Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:
  1. A Chief Executive with a minimum of a Bachelor’s Degree in Mass Communication, Development Communication or related social sciences degree (or equivalent). Holder of advanced degree or advanced training in the field of Knowledge Management will be an added advantage; with not less than 5 years.
  2. Five (5) years minimum experience in the field of knowledge management and communications.
  3. The Core Service Team must have degrees in Mass Communication or related field with minimum 5 years post qualification experience.
  • Contract duration: 60 days (across 4 quarters).

3.10  LEADERSHIP, MANAGEMENT, RESOURCE MOBILIZATIONS & M&E TRAINING FOR COMMUNITY DEVELOPMENT ASSOCIATIONS (CDAS)

  • Company technical profile with documentary evidence showing the firm’s competence in conducting leadership, management, resource mobilization and M&E Training to farmer organizations.
  • Have experiences of rural socio-cultural backgrounds.
  • Have evidence of ability to communicate fluently in the local language of the programme states.
  • Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:
  1. A Chief Executive with a minimum of a Master’s Degree in Agric. Extension and Rural Sociology or related field with not less than 5 years.
  2. The Core Service Team must have degrees in Agric. Extension, Rural Sociology, Agric. Economics, Business Administration or related field with minimum 5 years post qualification experience.
  • Contract duration: 8 weeks

3.11   FINANCIAL MANAGEMENT & PROCUREMENT
TRAINING FOR CDAS

  • Company technical profile with documentary evidence showing the firm’s competence in conducting financial management and procurement training to farmer organizations.
  • Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:
  1. A Chief Executive with a minimum of a Master’s Degree in Accounting, Financial Management, Business Administration or related field with not less than 10 years;
  2. The Core Service Team must have minimum of BSc/ HND in Business Administration, Purchase and Supply or related fields with minimum 5 years post qualification experience.
  • Contract duration: 8 weeks.

3.12  CLIMATE CHANGE ADAPTATION AND PARTICIPATORY CLIMATE CHANGE & VULNERABILITY MAPPING (PCCYM ) TRAINING FOR CDAS

  • Company technical profile with documentary evidence showing the firm’s competence in the identification and mapping of climate risks and climate change hotspots with recommendations for innovative adaptation measures in the Village Areas/Communities.
  • Have evidence of Community Participatory Climate Change Vulnerability Mapping;
  • Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below;
  1. A Team Leader with a minimum of a Master’s Degree in Environmental Sciences, Natural Resource Management, Geography or related field with not less than 10 years.
  2. The Core Service Team must have minimum of Master’s Degree in related fields with minimum 5 years post qualification experience.
  • Contract duration: 12 weeks.

3.13  PARTICIPATORY LAND USE PLANNING (PLUP)/ RAPID MARKET ANALYSIS (RMA) TRAINING FOR CDAS

  • Company technical profile with documentary evidence showing the firm’s competence in providing technical guidance on Participatory Land Use Planning (PLUP); Training and explanation of the PLUP process i.e. Identification of the unit of planning and the stakeholders.
  • Technical backstopping in the collection and analysis of data related to land, the environment and the political situation such data include climate (rainfall amount and distribution), temperature, topography, soils and their physical/chemical properties, water and hydrological cycles, land use, land cover, mapping and analysis of data to form the basis of Community Action Planning.
  • Have evidence of similar works done in the communities.
  • Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:
  1. A Team Leader with a minimum of a Master’s Degree in Soil Science, Agronomy, Environmental Science or related field with not less than 10 years.
  2. An Expert with minimum of Master’s Degree in Business Administration, Economics or related field with minimum 10 years post qualification experience in Rapid Market Analysis.
  3. The Core Service Team must have minimum of Master’s Degree in Environmental Sciences, Agronomy, Sociology, Agric. Economics, Economics or related fields with minimum 5 years post qualification experience.
  • Contract duration: 12 weeks.

3.14   OPERATION AND MAINTENANCE OF COMMUNITY INFRASTRUCTURE TRAINING FOR COMMUNITY DEVELOPMENT ASSOCIATIONS (CDAS)

  • Company technical profile with documentary evidence showing the firm’s competence in training on supervision, operation and maintenance of Community Infrastructure to farmers organizations.
  • Have evidence of subsequent training carried out both in local language.
  • Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:
  1. A Chief Executive with a minimum of a Master’s Degree in Civil Construction Management or related field with not less than 10 years post qualification experience.
  2. The Core Service Team must have minimum of MSc in Construction Management or related fields with minimum 5 years post qualification experience.
  • Contract duration; 8 weeks.

3.15   KNOWLEDGE MANAGEMENT AND COMMUNICATION TRAINING FOR COMMUNITY DEVELOPMENT ASSOCIATIONS (CDAS)

  • Company technical profile with documentary evidence showing the firm’s competence in knowledge management and learning (KM&L) to farmer organizations.
  • Have evidence of requisite expertise and experience in knowledge management and development communication.
  • Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:
  1. A Chief Executive with a minimum of Master’s Degree in Mass Communication or related field with not less than 10 years.
  2. The Core Service Team must have minimum of Bachelor’s degree in Mass Communication or related fields with minimum 5 years post qualification experience.
  • Contract duration: 8 weeks

3.16   GENDER, YOUTH AND NUTRITION TRAINING FOR CDAS

  • Company technical profile with documentary evidence showing the firm’s competence in conducting Train the Trainer (TOT) and development of facilitator guide on community-led nutrition outreach activities, review of manual on nutritive diets for Infant and Young Child Feeding (IYCF), practical on IYCF sample diets and TOT for Community Nutrition Peer-educators.
  • Fluency in written and spoken English and or local language, preferably Hausa
  • Detailed Curriculum Vitae of key staff with requisite qualifications as indicated below:
  1. A Chief Executive with a minimum of Higher Degree or equivalent in Nutrition and Dietetics or in Public Health Nutrition with at least l0 years related experiences of international and or national level planning and/or implementing of multi-sectoral nutrition and or community -based nutrition services and or on youth programmes in related community and agricultural interventions.
  2. The Core Service Team must have minimum of BSC/HND in Nutrition and Dietetics or in Public Health Nutrition or related discipline with minimum of 5 years working experience in culturally-sensitive environment on community-led activities, with a particular focus on nutrition.
  • Contract Duration: 12 weeks

4.0   CONSULTANCY SERVICES – INDIVIDUAL CONSULTANTS

4.1   GENDER SPECIALIST

4.1.1  Specific tasks in the area include: –

(a)   Collection and Analysis of Relevant information;

(b)   Drafting the Strategy;

( c)   Review and Finalization of the Strategy;

( d)   Review of implementation and strengthening capacity of the Gender and Youth Coordination Unit;

4.1.2   QUALIFICATION AND EXPERIENCE

  • Advanced degree (M.Sc. or Higher) in Extension, Rural Sociology, Environment, Gender and Development Studies or other discipline with appropriate applied social science and agricultural/environmental experience;
  • A minimum of 10 years’ relevant post-graduate work experience with rural communities in a participatory community development role, with a particular focus on gender related issues and or training/ capacity building in gender mainstreaming;
  • Previous work experience with or for an International Financial Institution, Multilateral/Bilateral development Agency would be an added advantage;
  • Proven analytical and problem solving and effective organizational skills, competence in organizing and facilitating community-based training and learning exchanges; high drive and commitment for results;
  • Sensitivity to cultural, ethnic and gender difference; and
  • Fluency in written and spoken English Language.

4.1.3  Contract Duration: 14 weeks

4.2   NUTRITION SPECIALIST

4.2.1  Specific tasks in the area include: –

(a)   Approach Paper: that defines how CASP will operationalise nutrition mainstreaming across IFAD/ CASP interventions, in such a way that will optimize the contribution of CASP investments along value chains to the reduction of child malnutrition and related preventable diseases in the programme area;

( b)   Identification of potential partnerships and collaboration mechanisms that CASP and other implementing partners can pursue in the context of community management of acute malnutrition (CMAM);

( c)  A rapid baseline report with metrics on key indicators related to Infant and Young Child Feeding (IYCF) practices and Food/Nutrients loss in On-farm/Household level food processing across Programme.

Practical measures to Integrate of nutrition mainstreaming aspects into CASP’s results management frameworks and monitoring and evaluation systems.

( e)  Orientation of relevant Programme staff and implementers of CASP on Nutrition Mainstreaming and
development of strategies and a core curriculum for the implementation of nutrition education, food demonstration and cooking classes and other proposed interventions at the Community Nutrition Centers.

4.2.2   QUALIFICATION AND EXPERIENCE

(i)   Advanced degree (M.Sc. or Higher preferred) in Nutrition and Dietetics, Agricultural Economics, Rural Sociology, or Public Health or a related discipline.

(ii)  At least 10 years relevant post-graduate professional experiences in agricultural and rural development and/ or research of which at least 5 years working with rural communities in a participatory community development role, with a particular focus on nutrition and agriculture.

(iii)  Previous experience in the design, appraisal and implementation of multi-sectoral development programmes with focus on poverty reduction, food security and reduced malnutrition, and improved agricultural productivity.

(iv)  Demonstrated expertise in inclusive value chain development approaches, community driven development, institutional strengthening, conducting food system surveys, and nutrition assessments.

(v)    Previous experience with Multilateral or Bilateral Donor Funded projects is an advantage

(vi)      Fluency in written and spoken English Language.

Contract Duration: 12 weeks

5.0    CONCLUSION

Interested Firms/Individual Consultants should submit their detailed profile/curriculum vitae with a covering letter indicating area of interest. A Firms/Individual Consultants will be selected in accordance with the procedures set out in the IFAD Procurement Guidelines.

6.0   SUBMISSION REQUIREMENTS

The documents should be submitted in hard copies only (e-copies are not acceptable).

The documents should be submitted in three (3) copies marked with the assignment applied for indicated at the top corner of sealed envelope.

Closing date for submission is Tuesday 13th March, 2018.

Shortlisted firms will be contacted and issued Request for Proposals for items 3.1 – 3.16. ,
